Malachi is an integral part of the firm’s Litigation and Energy and Environment Practice Groups, applying his scientific acumen, legal skills, and passion for energy and environmental work to help clients achieve their development goals.
In his land-use and environmental practice, Malachi regularly counsels clients on permitting strategy and compliance with Vermont’s “Act 250” statewide land-use law and local zoning regulations. He also litigates complex land-use and environmental matters at local administrative boards, in the Civil and Environmental Divisions of the Vermont Superior Court and at the appellate level at the Vermont Supreme Court. Malachi has helped clients secure land-use permits for affordable housing developments, defended infrastructure-related environmental permits on appeal, and guided individuals and businesses through Vermont’s complex maze of development permitting requirements.
Malachi also actively practices before the Vermont Public Utility Commission, working with public utilities and renewable energy developers to navigate a variety of regulatory and permitting issues. Malachi assists in the permitting of renewable energy projects, represents public utilities in rate making and other regulatory proceedings, and helps advance groundbreaking energy infrastructure programs.
Before joining the firm, Malachi was a Deputy State’s Attorney in Washington County, where he tried cases both as a member of a trial team and as lead counsel. Malachi is a 2019 graduate, summa cum laude, of Vermont Law school, where he interned for the Honorable Peter W. Hall of the United States Court of Appeals for the Second Circuit. Prior to studying law, he worked as a research forester throughout the Western U.S., and founded a small forestry company in Oregon. Malachi is a 2010 graduate of the University of Vermont with a Bachelor of Science degree in Forestry.
Malachi lives in Waterbury with his dog, Gracie, who shares Malachi’s love for mountain biking, skiing, and any other good reason to venture off into the woods.
